This is an alternative cruise port in Region I, situated near the tourist attraction areas and beaches in Ilocos Norte and Ilocos Sur. It is also proximate to the homeports of Hong Kong and South China.
The completion of the cruise terminal facilities of the port was facilitated by Bloomberry Cruise Terminals, Inc. (BCTI), in cooperation with the (PPA).
It was the PPA that spearheaded the construction of the RC Pier extension, and cruise ship berthing area.
